Charles was born October 7, 1945 at Dell Rapids to parents Theodore and Myrtle (Shjegstad) Berg. He grew up on the family farm near Baltic and graduated from Baltic High School in 1963. After the death of his father in 1966 he took over the operation of the family farm and also attended SDSU. He also served in the Army National Guard as a lineman.

Chuck was baptized and confirmed at West Nidaros Lutheran Church, where he also had served as a Deacon and Trustee. He served on the Board of Directors of Sioux Valley Electric and the Baltic Lumberyard.
Chuck enjoyed his farm and livestock, racing his Standardbred Horses, his International tractors, and his dog, Olluv. Chuck took pride in his tools and could fix or weld anything. Chuck enjoyed having coffee with his friends, but his pride and joy were his girls.
